CCTV News: According to the website of the China Football Association, in order to further standardize the management of the integrity specialist team of the China Football Association and deepen the construction of the management system for industry style issues, the China Football Association issued the "Regulations on the Management of Integrity Specialist of the China Football Association (Trial)", with the specific contents as follows.
Management Measures for Integrity Specialists of the Chinese Football Association (Trial)
Article 1 In order to standardize the team of Integrity Specialists established by the Chinese Football Association in the football industry, improve relevant work systems, build an efficient and transparent supervision and constraint mechanism, strengthen industry self-discipline, promote fair competition, and maintain the purity of football, this Measures are specially formulated in accordance with the "China Football Integrity Construction Action Plan" and relevant regulations.
Article 2 This Measures aims to clarify the responsibilities, selection, management and other matters of integrity specialists, ensure that integrity specialists can perform their duties independently and impartially, effectively prevent and crack down on corruption in the football field, "fake gambling" problems, and manipulation of games and other breach of trust, and promote the healthy development of football.
Article 3 This Measures applies to member associations at all levels of the Chinese Football Association and its subordinate institutions, clubs, event organizations and other football practitioners and related fields.
Article 4 The integrity specialist referred to in these Measures refers to the integrity specialist selected by the Chinese Football Association in its member associations by the Secretary-General (including) or above (or the head of the Party organization) to coordinate and manage the integrity work of each member association.
Article 5 Main responsibilities
1. Supervision and inspection: Perform regular or irregular supervision and inspection of football events, clubs, practitioners, etc. within the area under the jurisdiction of the Member Association to ensure that all activities comply with laws, regulations and association regulations.
2. Handling of petitions: Establish a smooth channel for complaints and reporting, promptly accept and investigate and handle complaints and reports about dishonest behavior; cooperate with the Chinese Football Association to investigate relevant violations of regulations, discipline and laws in football activities.
3. Make suggestions: Based on the supervision and inspection and investigation results, make improvement suggestions to the association, participate in the formulation and improvement of relevant rules and regulations; participate in the work related to the integrity of the Chinese Football Association, and make work suggestions to the Chinese Football Association.
4. Propaganda and education: Carry out integrity education and professional ethics training for practitioners to improve the integrity awareness and self-discipline of football practitioners.
5. Other responsibilities: Complete other integrity tasks assigned by the Chinese Football Association.
Article 6 Units and individuals participating in football activities are obliged to cooperate with the integrity specialist to perform their work responsibilities.
Article 7 Integrity specialists should meet the conditions: they must be full-time staff of the association; have good moral qualities and professional ethics; be familiar with football rules and industry laws and regulations; have rich experience in football management or legal background; have strong communication and investigation skills; and have no records of violations of laws and regulations.
Article 8 The integrity specialist is recommended to the Chinese Football Association after the member association is in the member association, and after review and approval, public employment, etc., it will ensure that the recommendation process is open, fair and just, and ensure that the integrity specialist has a high level of professional ethics, professional qualities and independent judgment ability, and is not interfered with and affected by other external factors.
Article 9 Integrity specialist is responsible to the Chinese Football Association. His term of office is generally four years and he may be re-elected once; he shall perform corresponding work responsibilities full-time or part-time during his term of office, and the specific details shall be determined by the member association according to actual conditions.
Article 10 The discipline inspection and supervision department of the Chinese Football Association is responsible for the daily management and work support of the integrity specialist; each member association should support the work of the integrity specialist, including but not limited to the establishment of daily service agencies, and provide necessary working conditions, funding guarantees, training opportunities, etc.
Article 11 The Chinese Football Association generally holds integrity work meetings every year to summarize and deploy annual integrity work, assess the integrity work of member associations, and commend excellent member associations and integrity specialists; and deal with serious measures for malpractice and management.
Article 12 Member associations may refer to these Measures to form a team of integrity specialists in their areas under their jurisdiction to build an industry supervision and management system.
Article 13 These Measures shall be interpreted by the Chinese Football Association.
Article 14 This Measures shall come into force on the date of their publication.
