CCTV News: According to the website of the Ministry of Emergency Management, according to the unified arrangement and deployment of the National Flood Control and Drought Relief General Command in 2025, 8 inspection teams led by the main responsible persons or responsible persons in charge of the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Emergency Management, the China Meteorological Administration, and the National Energy Administration will carry out on-site supervision and inspection in 15 key provinces including Beijing, Hebei, Liaoning, Jilin, Shanghai, Jiangsu, Zhejiang, Anhui, Henan, Hunan, Guangdong, Guangxi, Guizhou, Yunnan, and Shaanxi in the main river basins.

In response to the shortcomings and weaknesses exposed in disaster response in 2024, each inspection team has adopted the "open investigation + secret investigation" method to strengthen professional guidance and assistance in five aspects: implementation of the responsibility system, plan revision drills, project facilities hidden danger investigation, grassroots emergency response capabilities, and team material support. In terms of "open investigation", we will comprehensively adopt discussions, on-site inspections, and information reviews, focusing on checking the responsibilities and measures for flood prevention and drought relief work of provincial people's governments and their relevant departments and units; in terms of "secret investigations", we will organize industry experts to adopt a method of not saying hello or uncertain routes, focusing on checking the implementation of floods, typhoon disaster risks and flood control and security measures for important infrastructure.

In the inspection, it was found that flood prevention and preparation in various places were generally orderly and effectively, but there were also some problems to varying degrees: some areas and industries have not yet investigated and rectified pre-flood risks, weak risk identification capabilities, and incomplete detection of hidden dangers; the grassroots emergency plans of some cities and cities are "above and down", and some towns and villages (communities) are not perfect; grassroots rescue and rescue capabilities need to be improved, some towns and villages have insufficient professional rescue forces and materials and equipment, and the science popularization of disaster prevention and avoidance is not enough; some small reservoirs have insufficient flood discharge capacity, and some projects under construction are at high risk of safe flood control and flood control and flood control. Each inspection team promptly reported the problems to relevant provinces, requiring relevant regions and units to investigate and correct them immediately, learn from them, and systematically improve them.

For major flood control safety hazards found by the inspection team or prominent problems affecting safe flood control and flood control, the State Flood Control Office will supervise the "one province, one order" within a specified period to promote the closed-loop cancellation and rectification of problems and hidden dangers.
