Xi Jinping extended warm congratulations to the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of Vietnam and the 50th anniversary of the liberation of the Southern Region. Xi Jinping pointed out that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam and the "China-Vietnam Cultural Exchange Year". Over the past 75 years, China-Vietnam relations have gone from the traditional friendship of "comrades and brothers" to a community of shared future with strategic significance, setting an example of friendship, mutual assistance, unity and cooperation between countries. Standing at a new historical starting point, China is willing to strengthen strategic communication with Vietnam in accordance with the overall goals of the "six more" and work together, work hand in hand in the process of promoting their respective modernization, write a new chapter of unity, self-reliance, mutual benefit and win-win results, and continuously demonstrate the regional and global influence of the China-Vietnam community with a shared future.

Xi Jinping stressed that China and Vietnam should respond to the uncertainty of the external situation with the stability of China-Vietnam friendly cooperation and the superiority of the socialist system, and promote the ship of a community of shared future to break through the waves along the correct channel. In politics, we must hold the rudder of the forward movement, maintain high-level strategic communication, strengthen mutual learning and mutual learning of experience in governing the Party and the country, jointly improve the Party's leadership ability, and work together to walk the respective socialist paths steadily. In terms of economy, we must adhere to the stability of cooperation, strengthen the docking of development strategies, implement the docking of cooperation plans for the joint construction of the "Belt and Road" initiative and the "Two Corridors and One Circle" framework, deepen the multi-dimensional interconnection of railways, highways and aviation, ensure the stable and smooth flow of the industrial chain and supply chain, expand cooperation in emerging fields such as 5G, artificial intelligence, and green development, and empower the all-round cooperation pattern of the two countries with new quality productivity. In terms of humanities, we must raise the sails of friendship, organize this year's "China-Vietnam Cultural Exchange Year" series of activities, implement more "small but beautiful" people's livelihood projects, and make China-Vietnam friendship more deeply rooted in the hearts of the people through cultural, tourism, media, local and other exchanges.

Xi Jinping pointed out that in recent years, the role of the United Nations has been impacted, unilateralism has risen significantly, and protectionism has made a comeback. The trade war will undermine the international trade system, impact the stability of the global economic order, and harm the legitimate interests of countries around the world, especially the vast number of developing countries. As an important force in the global south, China and Vietnam should strengthen coordination and cooperation, safeguard the international system with the United Nations at its core and the international order based on international law, jointly oppose power politics and unilateralism, and be responsible for promoting the building of a community with a shared future for mankind. Liang Qiang said that President Xi Jinping's historic visit to Vietnam reached a broad consensus with General Secretary Su Lin on deepening comprehensive strategic cooperation between Vietnam and China, greatly enhancing political mutual trust between Vietnam and China, and further strengthening the friendship between the two countries' "comrades and brothers", providing a major strategic guidance for promoting the construction of a community with a shared future between Vietnam and China. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, China has made great development achievements. Vietnam firmly believes that China will successfully achieve the second centenary goal, build a prosperous, democratic, civilized, harmonious and beautiful socialist modern power, and make greater contributions to regional and world peace and development. China is the top priority for Vietnam's foreign relations. The Vietnamese Party, country and people attach great importance to developing relations with China, firmly adhere to the one-China policy, firmly oppose "Taiwan independence" separatist activities, support China's position on issues related to Xinjiang, Tibet, and Hong Kong, and oppose all external forces interfering in China's internal affairs. Vietnam is willing to maintain high-level exchanges with China, strengthen exchanges of experience in governing the country; improve the level of pragmatic cooperation, and create more highlights in the fields of connectivity, high technology, environmental protection, etc.; strengthen cultural exchanges, consolidate the public opinion foundation of bilateral relations; strengthen multilateral coordination and cooperation to enhance the international influence of the two countries; properly manage differences and maintain maritime stability.
