Since the beginning of this year, my country has accelerated the implementation of a series of measures to build a new open economy system at a higher level, promote the high-quality development of China's economy, and bring more new opportunities to the world.

In spring, the heads of well-known multinational companies and heads of international organizations are coming one after another, and they all regard China as the focus of global layout and a partner of open cooperation. From the China Development High-Level Forum that just ended to the Boao Forum for Asia that is being held, many international people have witnessed the vigorous vitality and new opportunities of China's high-level opening up.

Openness is a distinctive symbol of Chinese modernization. General Secretary Xi Jinping has a deep insight into the general trend of domestic and international development, scientifically plans to improve the system and mechanism of high-level opening up, makes strategic decisions, and promote the implementation of a series of major strategic measures for opening up to the outside world. Not long ago, during an inspection in Guizhou and Yunnan, the General Secretary focused on local reality and emphasized that Yunnan should build a radiation center for South Asia and Southeast Asia. Guizhou should actively integrate into a comprehensive opening-up pattern of land, sea, domestic and foreign linkage, and east-west mutual assistance, pointing out the direction for local governments to further expand opening-up.

Since this year, a series of opening-up measures have been accelerated.

The "Action Plan for Stabilizing Foreign Investment in 2025" has been released, and 20 measures have been proposed in terms of orderly expanding independent opening up, improving the level of investment promotion, and enhancing the efficiency of open platforms.

On January 1, the China-Maldives Free Trade Agreement officially came into effect, and the number of product taxes on both sides achieved zero tariffs exceeded 95%. Up to now, my country has signed 23 free trade agreements with 30 countries and regions, and the trade volume with free trade partners accounts for about one-third of China's foreign trade volume, and the "circle of friends" of free trade continues to expand.

From February 1, 297 new commodities have been added to the list of “zero tariffs” raw and auxiliary materials for Hainan Free Trade Port. At present, the policy and system system such as "zero tariffs, low tax rates" in the Free Trade Port has been gradually built, and the construction of the closure operation project has been completed.

The first batch of 13 foreign-funded enterprises were officially approved to operate value-added telecommunications business, the first wholly foreign-owned tertiary comprehensive hospital opened a clinic in Tianjin, and the pace of opening up the service industry was accelerating.

High-level opening up will promote the accelerated surge of people, logistics and capital flows.

In the three months since the implementation of the 240-hour transit visa-free policy, more than 8.8 million foreigners entering the ports across the country, an increase of 34.9% year-on-year.

In the first two months of this year, the cargo transported by the Western Land-Sea New Corridor Express increased by nearly 60% year-on-year, and the import and export volume of China-Europe Express increased by 15.4% year-on-year.

In the first two months of this year, 7,574 new foreign-invested enterprises were established nationwide, an increase of 5.8% year-on-year; actual investment in the UK and Germany in China increased by 87.9% and 54.7% respectively.

Many multinational companies use "real money" to cast a "vote of confidence" for China. In Taicang, Jiangsu, this German-funded enterprise insists on spending 30% of its net profit in China every year for reinvestment. The newly built second phase factory building of the enterprise will be put into production in the second half of the year, and the production capacity will be doubled on the existing basis.

In Shanghai, the world's largest opening LEGO Park is undergoing its final installation and debugging, and it will officially welcome guests this summer.

Using opening up to promote reform and development is a successful practice of my country's reform and development. This year, my country will steadily advance a series of major measures to open up to the outside world. The negative list of cross-border service trade will be fully implemented, the service industry will be steadily promoted, and the pilot program for opening up in the fields of telecommunications, medical care, education and other fields will be revised and expanded; the "Catalogue of Industries Encouraging Foreign Investment" will be revised and expanded, focusing on adding items in the fields of advanced manufacturing, modern services, high-tech and other fields.

The open China is closely linked to the world and is promoting high-quality development of China's economy with high-level opening up to the outside world and bringing more new opportunities to the world.
